TESDA Tarlac Strengthens Partnership to Deliver Skills Training for Persons Deprived of Liberty
On June 23, 2026, the TESDA Provincial Training Center (PTC)-Tarlac, led by Center Administrator Mr. Leonardo R. Tabamo, facilitated the signing of a Pledge of Commitment and Memorandum of Agreement (MOA) with the Tarlac City Jail–Male Dormitory, represented by Warden JCINSP Delight Mamilig-Ercilla, the Provincial Public Employment Service Office (PESO), represented by Manager Ms. Maria Lira U. Reyes, and the Community Training and Employment Coordinators (CTEC), represented by City Focal Ms. Gina A. Garcia and Provincial Focal Ms. Krisha Joy B. Guevarra.
The partnership formalized the implementation of Community-Based Training Programs for Persons Deprived of Liberty (PDLs), beginning with the Electrical Installation and Maintenance (EIM) NC II program. Under the agreement, TESDA will provide trainers, training materials, competency assessment, and national certification services, while the Tarlac City Jail will ensure the availability of qualified participants, training venues, and logistical support.
The signing of the MOA and Pledge of Commitment strengthened the collaboration among the partner agencies in promoting skills development, employability, and livelihood opportunities for PDLs. By equipping participants with industry-relevant competencies and nationally recognized qualifications, the initiative aims to support their rehabilitation and successful reintegration into society.
Overall, the activity established a strong partnership that will help deliver quality technical-vocational education and training services to Persons Deprived of Liberty in Tarlac City.
